The Daily Buzz For Feb 12

Justin Bieber Covers March 'GQ' Wearing a Suit, Some Facial Hair
Nineties baby Justin Bieber is finally emerging from the ashes of his terrible, drag racing teenagerhood. He released an album filled with stupidly addictive songs, he wore Saint Laurent to the VMAs, he came back for another Calvin Klein campaign with more muscle mass than ever before. Now, he's covering GQ's March issue alongside the line: "Let Us Now Forgive Justin Bieber." The full story comes out on Thursday, and we're already clicking.

For this leg of his "public-apology tour" — GQ's words — the magazine styled Bieber in a variety of suits, skinny ties and a whisper of facial hair. Also, grown-out roots beneath blonde highlights, as though to tip a hat to the moments of poor judgment littering the 21-year-old's Wikipedia page.
Friends, this is a good cover no matter how you slice it. Here's hoping we see more of the Biebs courtside at some fashion shows in the coming weeks.

THIS JUST IN! NYPD officer found guilty for fatally shooting unarmed Akai Gurley!
New York Police Department Officer Peter Liang was found guilty on charges related to the death of Akai Gurley. Liang was patrolling a housing complex when he claims he accidentally fired his gun, killing Gurley. He now faces up to 15 years in prison.
Liang was found guilty of second-degree manslaughter and official misconduct. His sentencing is set for April 14.
According to the New York Daily News, each of the 12 jury members took turns pulling the trigger of the gun that shot Gurley. Liang’s attorneys attempted to have a mistrial declared due to “inflammatory remarks” made during the prosecution’s closing argument, which implied that Liang had shot Gurley intentionally. However, a judge denied the bid.
For its part, the defense argued the incident should be viewed as a tragedy, but not a crime.
In November of 2014, Officer Liang – a rookie police officer – was on his second “vertical patrol” of the Pink Houses, a public housing project in East New York, Brooklyn. While patrolling the staircase with his gun drawn, the officer claims that a noise surprised him and he accidentally fired. The bullet ricocheted and hit Akai Gurley, who WABC-TV reports was taking the stairs with his girlfriend to avoid waiting for the elevator.

The Daily News reported that a high-ranking police source said Liang’s tendency to have his gun drawn was “bad tactics.”
Liang’s behavior after the shooting has also had an impact on the case. He testified on Monday that, after firing his weapon, he checked the stairwell with his flashlight, but saw no one, admitting that he didn’t report firing his pistol. He did not find Gurley until after arguing with his partner about which one would phone their sergeant to report the weapon’s discharge. When Liang went back into the stairwell to retrieve the bullet, he found Gurley and his girlfriend, Melissa Butler.
Butler testified that she and Gurley heard the shot and ran until Gurley collapsed, after which she attempted to perform CPR on the victim, the New York Post reported. Liang did not assist Butler or attempt to resuscitate Gurley in any way, however, claiming that it would be better to wait for professional aid.

The jury requested a copy of the NYPD’s patrol guide during deliberations, WABC-TV reported.

In NON #RHOA NEWS: Is NeNe Leakes’ ‘Inflated Ego’ Causing Tension on the Set of ‘Fashion Police’?
E!’s Fashion Police is back for 2016 with hosts Melissa Rivers, Guiliana Rancic, Brad Goreski, Margaret Cho, and NeNe Leakes — and it’s doing pretty well.
However, there might be some major drama behind the scenes thanks to NeNe.

via Radar Online:Tensions on the set of E!’s ill-fated Fashion Police are at an all-time high! The network just released the newest ratings, and RadarOnline.com has exclusively learned that there is a “huge power struggle going on,”especially between the newest panel member NeNe Leakes and the rest of the cast.
According to the numbers, the show is averaging 1 million total visitors per episode. Luckily, statistics show that the fashion panel themed weekly telecast has shown significant growth in 2016, with a 26 percent increase in total viewers.
But according to the source, this boost in ratings has given the former Real Housewives of Atlanta star, Leakes, an inflated ego.
“NeNe has really just been trying to steal the spotlight lately and because she has such a strong personality, it is making filming really difficult,” said the source.

“It has gotten to the point that Melissa has had to delegate increments of time that limit when each panelist is allowed to speak!”
But what about Rancic? As Radar previously reported, fans have wondered about her future with the show since the infamous racially-charged comments that she made towards Zendaya Coleman, 19, this time last year. E! reps insisted to Radar that she isn’t going anywhere, and the source confirmed that news.
“Giuliana has been there since the beginning and Melissa actually told her recently that she has nothing to worry about right now. But that they really need to figure out how she can become more comfortable in NeNe and Margaret’s presence,” the insider told Radar.
Big personalities usually bring big money. Let’s just hope the panel is able to keep the peace in order to keep the checks!

Idris Elba Reportedly Splits From Longtime Girlfriend After Night Out With Naomi Campbell?
Wait…what? Idris Elba…is newly single? That’s what the rumor mill is claiming.

Two-time SAG Award winner Idris Elba and his longtime girlfriend/mother of his son Naiyana Garth have reportedly called it quits. A source tells The Sun the two have called it quits and that Idris has already moved out. He found a spot not far from their home to remain close to their almost 2-year-old son, Winston. The source claims,
"It ended very recently and it's too soon for her to talk about it. They've kept it very quiet, so she's surprised people know already."
This Splitsville News comes just days after the “Luther” star was spotted leaving 1 Oak in L.A. with supermodel Naomi Campbell. Oh?
While there aren’t any receipts (as of yet) that Naomi is the cause of the breakup, we did notice Idris didn't bring his girlfriend to the SAG Awards. He showed up with his 13-year-old daughter Isan. We also noticed he never thanked his girlfriend during either of his acceptance speeches. Hmm….

Do we believe it?

Feds Sue Ferguson For Widespread Constitutional Violations And Racial Discrimination
WASHINGTON -- The Justice Department filed a civil rights lawsuit against the city of Ferguson, Missouri, on Wednesday in an effort to end what it described as patterns of constitutional violations by the city's police department and municipal court.

The decision comes one day after Ferguson rejected a negotiated deal that would have set the St. Louis suburb on a path toward reforming its police department.
The original deal was arranged over 11 months after the Justice Department's Civil Rights Division released a damning report last March chronicling routine patterns of constitutional abuses in the city, where an overwhelmingly white police force preyed on black residents who many officers saw "less as constituents to be protected than as potential offenders and sources of revenue."

The report depicted a corrupt local government, in which the police department and municipal court “worked in concert to maximize revenue at every stage of the enforcement process” for several years. The Justice Department also released troubling emails from Ferguson officials that referred to President Barack Obama as a "chimpanzee" and African-Americans as having "no frigging clue who their Daddies are."
The negotiated deal would have required several progressive changes, including pushing police to practice de-escalation tactics without using force, mandating extensive training for officers and making city officials engage with minority groups that have had negative experiences with the police department.
At a Ferguson City Council meeting on Tuesday night, all six council members voted to accept the deal only under "certain conditions," meaning they were asking for changes. They wanted different deadlines and fees from those set forth in the original bargain. They also asked to remove a key line that would have mandated higher pay for police officers in the city, which officials have maintained the city cannot afford. The council members also wanted a provision removed that would have made the entire deal void if the city decided to contract with another law enforcement agency for policing services.

Attorney General Loretta Lynch said the Ferguson City Council’s vote “leaves us no further choice” but to sue.
Ferguson officials had hoped to further negotiate the deal with the DOJ, but knew a lawsuit was a possibility.

"We do believe these conditions maintain the spirit and integrity of the consent decree and allow the city to move forward," Councilman Wesley Bell said of the city's requests at a press conference in Ferguson on Wednesday.
Bell, an attorney who helped negotiate the original deal, proposed the conditions that the council adopted unanimously. He suggested the amendments were necessary for Ferguson to continue to function after the enforcement of the consent decree.

Bell is a seasoned operator in local Missouri politics. He serves as prosecutor in Riverview, judge in Velda City and city attorney in Wellston. He was central to Wellston contracting for police services with the newly formed North County Police Cooperative, which is unaccredited.
Lynch said at a press conference at DOJ headquarters that the department couldn't simply allow Ferguson to get out of the agreement by contracting with another law enforcement agency, as the city wanted to be able to do.
"To allow the city to simply evade the terms of an agreement carefully negotiated and presumably agreed to by simply transferring control of the police department to another state entity was simply unconscionable to us," Lynch said in response to a question from The Huffington Post. She described the lawsuit as a reflection of Ferguson's "choice" to continue this process in federal court.

The 60-page DOJ lawsuit lists Ferguson some officials who had been involved in unconstitutional activity. Though it doesn't name him specifically, the lawsuit also refers to an action taken by former Ferguson Police Officer Darren Wilson, who shot and killed Michael Brown in 2014.

In 2013, Wilson was recorded telling a resident “If you want to take a picture of me one more time, I’m going to lock your ass up," and then falsely telling the citizen that he did not have the right to record. He arrested the resident on a failure to comply charge.
